Vodafone and Kyivstar: Tariffs, Blackout Preparedness and Internet Coverage
Mobile operators are preparing networks for winter: details on tariffs and energy resilience
Kyiv, October 24, 2023. With winter approaching, Ukrainian mobile operators Kyivstar and Vodafone are actively working to ensure the stability of their networks amid possible prolonged power outages. The companies are investing significant funds in backup power, generators, and innovative solutions to minimize the impact of blackouts on call quality. At the same time, rising operating costs are forcing operators to review service pricing.
Kyivstar has already announced a scheduled tariff increase starting October 8, 2026, explaining it by higher fuel costs, maintenance of equipment being restored after shelling, and the overall rise in energy prices. Vodafone, while not naming specific tariff increase dates, acknowledges that the energy crisis is already affecting pricing. The operator has invested more than UAH 27.7 billion in infrastructure since the start of the full-scale invasion, but daily fuel costs, generator maintenance, and rising electricity tariffs are significantly affecting financial performance.
How operators are ensuring network energy resilience
Both operators are working intensively to provide backup power for their base stations. Kyivstar uses a multi-level system: from batteries, with 265,000 installed at stations, to generators, of which there are more than 10,000. An additional layer of protection has been provided by the integration of Starlink Direct to Cell satellite communications, which has already proven effective during previous blackouts.
Vodafone has also invested in backup power, including expanding its lithium battery fleet eightfold. However, the company admits that battery charge lasts only a few hours, and unstable electricity supply schedules do not allow them to recharge in time. That is why the main bet is on generators, the number of which has increased significantly. In addition, Vodafone is actively implementing solar power plants to supply its towers, planning to cover about 30% of their energy consumption. The company is also building strategic reserves of diesel and gasoline, distributing suppliers by region to reduce dependence on a single source.
The impact of home internet on mobile networks and tariff policy
Operators agree that the development of fixed internet significantly reduces the load on mobile networks, since users do not need to switch to mobile service during peak hours. Kyivstar is building its fixed network mainly on FTTB and GPON technology, which can operate for 12 hours or more if both the operator and the subscriber have backup power. The main problem remains the power independence of routers in users’ homes, because even when the operator’s network is working stably, a power outage at home leads to a switch to mobile service.
Vodafone says that its energy-efficient GPON internet can operate continuously for more than 100 hours thanks to backup power at technical sites. The company is actively expanding its home internet coverage, having invested about UAH 2 billion in this network.
Rising costs to maintain service stability, including fuel for generators, equipment maintenance, and payment for increasing electricity tariffs, are prompting mobile operators to review their pricing policies. Kyivstar has already revised its tariffs, and Vodafone does not rule out similar steps in the future in order to maintain a high level of service reliability.
